The Vienna Public Library is a member of the Mountain Library Network (MLN), a consortium of 39 libraries in West Virginia, and issues a Mountain Library Network library card, which is valid at all MLN libraries (click here for a list of all member libraries).

To obtain a Vienna Public Library card, all new adult patrons (age 16+), must reside in the state of WV or Washington Co., OH. Patrons must present one of each of the following:

Identification:

  1. State ID/Driver’s License
  2. Social security card
  3. Birth certificate
  4. Military ID
  5. Passport
  6. Voter registration card

Current Address:

  1. Checkbook
  2. Piece of recent (30 days) mail with patron name

Children ages 5-16 may obtain library cards if accompanied by a parent or guardian. Parents or legal guardians MUST have a library card in good standing that a child’s card can be linked to.

Lending Guidelines:
Library cards must be presented when borrowing or renewing materials. If the library card is lost, then a replacement will be given (when ID is shown) at a cost of $1.00.

Books, Audiobooks, CD’s, and Magazines

  • 14 day loan period, can be renewed twice (as long as no holds on the item exist)
  • No limit on the amount that can be checked out at once
  • Late fee: $0.05/day up to a maximum of $1.00 per item

DVD’s

  • 7 day loan period, cannot be renewed
  • Limit three checked out per cardholder
  • Late fee: $0.50/day, up to a maximum of $5.00 per item

Video Games

  • 7 day loan period, cannot be renewed
  • Limit one checked out per cardholder
  • Late fee: $1.00/day, up to a maximum of $10.00 per item

Senior citizens (age 62+) will not be charged fines.

Borrowers who accumulate fines of $5.00 or more will be blocked from borrowing additional materials or using library computers until fines are paid.       

When using our library from other MLN systems (including the Parkersburg/Wood Co. Libraries) the Vienna Public Library will limit patron use to no more than two items if:

  • Patron has a temporary library card status
  • Patron has accumulated more than $20 in fines

Long Overdue:
If a material is not returned after 112 days, the borrower is considered in violation of WV State Code and library privileges will be suspended until items are returned or replacement cost is paid.

Damaged materials:
Charges for damage will vary with the extent of the damage and could range from $1.00 to replacement cost.  Charges will be assessed at the discretion of the Library Director.

Lost materials:
Patrons who have lost materials will be charged full retail replacement price.  Should any lost material subsequently be found, it is the property of the patron who paid for it.  The Library will issue no refunds.

Renewals:
Library materials may be renewed by telephone, email (info@viennapubliclibrary.org), or the MLN catalog online (follow this tutorial to learn how).

Holds:
Patrons may have up to fifteen items on hold at any one time.  When an item on hold is returned to the Library, the staff will attempt to contact the next patron in the hold queue by telephone or email.  Once a patron has been notified, the item must be picked up within three days of the date notice was given.  If a patron is unable to be notified, after three days the next person on the queue will be notified or the item reshelved if there are no requests. Learn how to place holds online here.

Interlibrary Loan:
Patrons may borrow materials unavailable at the Vienna Public Library from another library in the MLN system through interlibrary loan (ILL).  Patrons may place no more than three ILL requests at one time.  The request for the loan is made by library staff based on the availability of the requested material and the lending policies of other libraries.  The library will pay the postage.  Patrons who do not pick up items requested for them or who do not return items on time will not be permitted to place additional interlibrary loan requests for six months.
